when do you get Bianca?
i read around and saw some people talking about "after you finish the game" which just doesn't sit right with me

After you finish the base game. Bianca and Alisa join when you start the DLC "White Lion and Black Witch".

what's there to do after you finish the base game? replay or just repeat. Cus i was hoping i'd be able to recruit her fairly early on so i can actually go through the game with her

You recruit characters at set points in the story. Bianca's story is very late. Technically after the end of the base game, when it continues with Bianca's DLC story.

Story missions have all set characters, but you can bring any characters to Ordinary missions, Violent missions, and Quest missions. Although you can't replay every quest mission. Also, some missions will have a set character or 2 that you cannot switch out.

There's a fair amount of new missions past the main story stopping point. You can also use her on all the previous non-story missions.

i loved xcom and i play all sorts of turn based games but i don't really have any attraction to any of the current playable characters except Bianca and i dont think im gonna play 60 hours just to get her for a bunch

60 hours? I think I spend 120 on the main story arc before getting to Black Witch and White Lion.

If you rush, I think you can clear 1 chapter per 2-3 hours. Switch to lowest difficulty.
It should take you at most 15-20h to reach dlc.

Probably also strongly depends on how experienced you are with the game.
I remember that I struggled in a couple of story missions during my first playthrough on Normal.
Then I recently started a new game in online mode to get a refresher on the story before going through the expansion, set it to Hard, More Risk & More Reward and the level blocker, and practically breezed through most missions.

In my experience half the time is spent on looking at masteries and what they do and how to do cool builds. But if you ignore that process and just play on easy then I imagine you can rush through the game pretty quickly.
