Scenario 2: Player A has no other cards to play so they draw from the deck and luckily get a +4, player b always loses challenge in this scenario
Scenario 3: its dependent on if they have a DIFFERENT card they couldve played, so say A plays a +4 while theres a blue 5 on the top of the deck, player B wins if A has either a 5, a blue, or a normal wild. Player B loses if A has no other cards they couldve played other than the +4
TLDR: If player A couldve played any other card they lose the challenge, if player A has no other cards to play other than the +4 then player B loses the challenge
