Still alive, but the number of active online players are not so much due to the two reason. One is the netcode of the game is originally too bad, the other one is the game itself is so buggy. I don't know if it caused by the bad netcode though. Also I feel like the fact the bug hasn't been fixed that forces the player get stuck who succeeds UNO challenge is decreasing the multiplayer population.

People are forced to leave themselves by the challenge bug above mentioned. The process for leaving often takes a few minutes or more, so players remaining lost patience and leave too. In my experience, I haven't frequently encountered ragequit so far.

Probably, UNO online servers are for world wide only. I think EU people wouldn't get inconveniences especially compared with other regions just because from there.

2- do players spam DC?
No, 'cause it's hard to find other players, for net code problem and all bugs around the game.
3- is the EU server good?
No, UBISOFT although is French software house it does not work. Simple.
