How can you add bots in a lobby or play alone with bots till someone joins!

i dont want to wait hours doing nothing! thats why i ask how you can play offline but online! you know what i mean? i want to play alone against bots till theres someone joining. how to?

bots are automatically joined when you start the game
it will be replaced by someone when they join the game in middle of the round

It used to be possible to create a public online lobby and start playing even if you were the only human player, but they disabled that at some point last year IIRC. Might have coincided with introduction of the UNO Flip DLC. Now there needs to be at least 2 human players present to begin actual play. Checked just now to see if they'd rolled back that requirement, but nope, still need at minimum 2 human players.

Pretty sure they disabled this because you could gain points/levels while basically playing an offline game...

True, but given the sorry state of the multiplayer aspect of the game I don't see why that needed to be revised. Plus there's nothing of value unlocked through leveling up, which is already dreadfully slow once you get past the easy in-game achievements that give a one-time XP boost.
