I might be completely wrong then. It's beem a while since I checked. But the 3.2 one is the good old official one
4.0 Is a mod with stolen assets from others mods without any indication as to what it changes in the mod itself. So avoid it.
Basically. You'd want Third Age TW 3.2 if you want to play the campaign or get a submod like Massive Overhaul Submod (or MOS in short) or Divide & Conquer 4.5. I can't say much about whether or not MOS is still being updated, but I do know that DaC is still being updated, with recently several members leaving the team for new blood so who knows where they're gonna take it.
Then, if you want to play multiplayer there is the TATW Reforged mod with a very active multiplayer community (You can see a lot of that in action through Pixelated Apollo on youtube).
So;
Third Age 3.2 is "vanilla Third Age"
MOS = Submod (campaign)
DaC = Submod (campaign)
Reforged = Submod (Multiplayer)
Offcourse, there are more submods around but those 3 are the primary submods for Third Age Total War.
The Steam version does not have a kimgdoms.exe.
This means you need to go into the rootfolder of Medieval 2 and find the Medieval2.exe (or just Medieval2 if you do not have extensions on in your windows settings). Make a copy of the file and rename the file to Kingdoms or Kingdoms.exe.
That should be enough to start the mod.
