Improving Spys
How can I get my spys to improve on spying? 38% of success is not very good.

Simply put the more times they spy on, the better their stat 'the eye' will give you. Also, the more spies you recruit from one location (because at 38%, your spy is more likely to fail) will offer you a 'Thieves Guild" which help the spies start with better stats from the starts.

You can also train them by leaving them with more experienced spies, there is also a chance they will share traits or followers every turn they are together in one place, this is why Guilds are great, they are places where you can enhance skills later in the game.

Early on, pick easy targets to work towards a skill progression.

It's wise to avoid high-risk missions until they odds come down.

Sin's and Spies can quickly and easily become high ranks. If you have a rebal force in your lands, it's best to knock them down make them very weak, then have your spies and sin's sit around them spying, and killing the next in charge over and over each turn.. Your king will get traits from this, and your agent's will become experts and masters in 5-7 turns. Then you can pretty much kill anyone you want. TIP : Taking out your allies King and married Prince will allow you too marry one of your princesses to them whenever you have an avaible princess. I'm playing as france right now, and i have 4 generations married into my line.. The HRE will never betray me and back me up in any fight since i have so much history with them. PRO TIP: If you have a team of master sin's, you can eliminate entire factions by taking our all of their generals in one turn. This work's amazingly well on small countries such as Milan. P.S. It HAS to be within ONE turn. If you kill all generals a message will appear saying their faction has been destroyed. If you allow them 1 turn, the computer will simply adopt a new general.

Usually, I drop a spy in a rebal village and send an assassin in to sabotage repeatedly. Also, a great synergy at starting unrest in opposing factions' settlements. Spy inside spreading lies, assassin destroying law buildings and churches. could even add a preist if they are of a different religion.
