I don't think I've ever had that happen. On the slider on that faction summary window, I choose "save" instead of "spend". Also, on settlements without a governor, I don't choose the "military" governing option - I choose other options and untick the 2 boxes on each settlement without a governor.

The only thing I didn't choose that I recall happening was in Rome Total War: having ungoverned settlements retrain depleted units or retrain units that can get armour, weapon or experience upgrades in those settlements.

Allright thank you. There is one more thing. How do I get units to replenish?

You put the unit in a settlement where they can be trained, and look at the settlement window. There you click the "retrain" tab, and then click on the card of the unit you want to retrain. Remember, you may need to wait 1 or more turns, for the units in that unit pool to become available.

The way to replenenish soldiers in mercenary units is similar. There must be mercenaries of that type available in the unit pool for that region. Then you can retrain them to replenish soldiers in that unit, in a settlement in that region.

At the start of a new campaign, there are some settings that are found only there. You can select if you want the Ai to auto recruit or not. You'll need to start a new campaign if you want to turn it off, far as Ive seen.

You can turn auto manage, and auto recruit off while in game. Sometimes the campaign will bug and reset it, so you have to click on each town and turn it off, each town.

You really shouldn't use auto-manage. You can't screw up your country worse than the AI can. Look in gameplay options, although it might be static after you start a campaign.
