i can't press the finish button

I'm playing with the Germans and on turn 38 I can not press the button or turn finalizing and i can't press any city-castles-villages settings buttons, the keypad buttons if they serve but the cursor does anyone know how to fix this bug

There seems to be a problem with scrolls on the side that drop down and selecting towns and cities at times. I find that if I click the scrolls on side again and close any that locate a character or something then I can reselect a settlement. Not being able to finish the turn is often tied with an event where you have to make a decision on one of the scrolls.
