The more people they convert, the more their piety increases. So if you conquer a region that is 0% Catholic and you send a Catholic Priest he'll naturally get more piety as he converts more and more. As his piety increases hsi rank increases to Bishop. Once a slot in the College of Cardinals opens up to a Cardinal dying, the Pope chooses who gets in, usually those with the highest piety. Then the Cardinals are ranked based on their piety, the top 3 are the Prefarati and can become Pope when the Pope dies.

The links I gave showed how priests become bishops:

" When to test : AgentCreated
Condition : AgentType = priest
SettlementBuildingExists >= cathedral
Trait PriestLevel = 0
Affects : PriestLevel 1
Chance : 100 % "

I.e. you must produce the priest in a settlement with a cathedral or great cathedral.

Like most aspects of the game, there's a variety of different triggers. Che's links tell you all the trait triggers, though they're a bit hard to understand at first, especially with the more complicated triggers.
Essentially it all comes down to the percentage of religion types in a region, how long you've been in the region, and how much you've converted in that time.

For example: you can gain peity by shifting religion 10% in your favour in under 8 turns. Fairly simple.
Or you can also gain peity by entering a region which has had less than 95% of your religion for a long time (more than 10 turns), and then spending over 4 turns in that region, converting at least 10% of the populace, and bringing the religion of the region to above 95%. Fairly complicated.

Since a lot of the triggers depend on you converting in a short amount of time, you want to get strong priests to begin with. Recruit from higher level religious buildings for a chance to get better traits (like Che said, a Cathedral or above will always produce a Bishop, which gives +1 peity). The religious guild will give additional peity, and you can station priests there for chances at more traits and ancillaries.

If that's out of the question, the best way to make early-game peity is by heading for regions with heretic presence (just about everywhere early on, especially rebel settlements), and bringing the heretic level down.
The trigger requires a region with above 5% heresy to be brought to below 5%, with at least religious 10% conversion taking place, and you have to stay in that region for over 4 turns.
The trait you get from that gives you eligibility, which makes you more eligibile for cardinalship (which mainly goes by your peity level).

1-Recruit a priest in every town. They convert wherever they are. Send more priests to in need areas
2-Kill heritics and witches whenever you can. Send high level priests to make them cardinals and not lose priests to death or conversion.
3-Use assassins to clear out the college of cardinals. Yours get ushered in.
4-DO NOT VOTE for your own cardinal with Pope elections. Always vote for people who don't really matter, that way the college fills up with your cardinals and you control the Pope. Pope all up in your biz? Knock him off with an assassin and when you vote in the new pope you have peak favor with him for your support.
