You can retrain depleted units back to full strength in any settlement that can recruit the unit. The fresh recruits have any weapon and armour upgrades that the unit already has, even if new units recruited there wouldn't get them, and already have the same experience rating as the average of the troops in the unit.

Does this use recruitment points?

Yes. Retraining / replenishing a unit and recruiting a new unit both draw from the same pool of men. You only have 1-3 slots so whether it is better to retrain or recruit depends on whether you want an additional fresh unit rather than topping up a veteran unit: if the veteran unit is still combat effective, say >50%, the fresh unit may be preferable, if not, the ~>50% of the veteran unit will be more valuable.

General; To what was said above with regards to veterancy, keep that in mind, while out in your campaign, replenishing troops can take away from your veterancy. Using your own troops of the same unit takes away veternacy. When replenishing your troops in a settlement/castle will keep your veterancy.
The units you recruited from a settlement/castle, can only be recruited from a settlement/castle. Meaning; an army recruited from a castle, can only only be replenished from a castle. You have settlement units in your army, and you are stationed in a settlement, only the units from a settlement can be replenished. Castle, same thing.
With regards to slots in an settlement/castle, that is how many you can recruit.replenish per turn. You have a settlement/castle that has three slots, and you need three units to be replenished. You will only replenish three units per turn from that settlement/castle. Take note; you can recruit three units, and replenish three units in the same turn. Simple place your wounded units in the first three slots, followed by your three units that you wants created. Your newly recruited units will spawn, and your wounded units will be replenished.
The same works for ships, and buildings. Damaged buildings can be placed first in the que, and new buildings after which will complete one turn cycle of completion for a new building.
I hope this make sense, and god speed general.

Just realized how good this mechanic is compared to the free replenishment in newer titles makes losses way more meaningful
