7Zip is freeware and certain can unpack it: https://www.7-zip.org/download.html
If it is a RAR file then all you do is place it into the 'mods' sub directory of the game, then right click the file and click 'extract here' - needs a unpacker app installed as I mentioned.
Note: to find the game right click the game in th elibrary, choose 'properties' and then look for the 'local file' option (wording might be different). Clicking on it gets you to the medieval ii total war directory where you should see the 'mods' sub directory.
After unpacking you locate the BAT file in the mod's directory, right click it and choose 'send to desktop'. Now use the new desktop icon to start the mod.
