Divide and Conquer - High Elves
How do I build barracks / recruit at the non starting settlements? I took Zagh Kala for example and I cant recruit or replenish there for like 25 turns now. Do I need a certain % of culture? (Currently 59% elven).

I'm pushing the goblins back finally but struggling with having to recruit / replenish at Imladris.

You need high % of culture yes.

Lowest tier % for Elves is 50% iirc + the required buildings.

Then its 60-65% for next tier and 70-75% for last tier.

The truly elite units would require 80% culture.

If you want to know what needs what, simply open settlement menu and browse through the building list.
