How to rearrange unit cards

i keep dragging the cards but it won't work

In campaign, let the units leave the army and then let them rejoin in the order you want, will cost some movement points though. In battle, group them with ctrl + 1 ( or other numbers ). Dragging Unit cards is more for moving units from one army to another or merging units I think.

is there a way to make it more convinient? Like in the newer titles

It won't work, the engine just doesn't do it. Welcome to the golden age of TW.

Simply make it a habit to sort your armies as MM describes. It's the only way anyhow. Takes about 10 seconds.
