Tsardoms refuses to run in fullscreen
I have added the windowed=0 and matched my monitors resolution in the game settings but it still doesn't go into full screen

You have to do those settings in the mod's CFG file - [video] section, if you do it in the main CFG file then it will get removed again.

windowed = 1 # allows for easy Alt+Tab, requires game video resolution the size of desktop or larger borderless_window = 1 # removes border from windowed mode
