Report a translation problem
The AI is still programmed to hate you the more you grow, and it doesn't respect diplomatic treaties (i.e: it doesn't matter if relationships are perfect.). So the best way to fix it altogether seems to be mods.
Basically the AI treats you occupying a settlement as you razing it, so instead of your global standing going up it goes down.

Fundamental TW concept that a lot of ppl seem to forget.
Works hand in hand with the 'Band Together' triggers.
Even with that bug you can still get to Immaculate reputation standing.
Being allied to two parties that go to war with each other is a bummer in that aspect - you are forced to break a major treaty and collect a big penalty. One of the reasons I do have a look at the other side's relations before allying.
