Third age Total war : How can you recruit an balrog
How can you control the balrog with orcs of the misty mountains in the CAMPAIGN or is there any event wich spawns the balrog

1) Buildling Mithril Mines in Moria will give you a Balrog after about, oh, 100-200 turns.

2) Attacking Moria as non-OoMM will spawn a Balrog in the garrison script. I'm not sure what happens you lose the siege.
