extract and copy files to \Medieval II Total War\data\sounds\. replace original files.
It's an archive. Two files inside: events.dat and events.idx. They already exist in \Medieval II Total War\data\sounds\.
So copy new files from this archive to this destination (\Medieval II Total War\data\sounds\), then system should ask you something. :D

The lack of voices for non english versions of the game is due to the simple lack of the relevant voice files in that particular language. The above link (in German) remedies it by assigning 'mute' factions to 'accents' that are supported. Available in english as well: https://www.twcenter.net/forums/showthread.php?818701
