Like anything else, it is what you use it for. However, do keep in mind unless you are running through a VPN, your ISP will identify you as a torrenter and they will cut your internet speeds and start accusing you of downloading things illegally.
Thank you that's helped me make up my mind.

Well, it is the act of bypassing any restrictions to download content, which means, yes, illegal content gets torrented.

That depends on in which country you live.
Torrenting itself is just a means of file transfer. It is only illegal if you download something you do not have the legal right to download. Example, if you have a movie on disk, you are legally allowed to also have a digital copy for use to preserve the disk. If you download through torrent and your ISP catches you and threatens you, you have the right to make legal complaint about harrassment. If you download something you do not already own, you can go to jail, lose your internet refused services by all providers, or one of several options for punishment.

The big problem is so many have used it for illegal downloads torrenting has a bad name. Once upon a time, if you wanted a mod for a game that was over 100MB, you grabbed it through bit torrent.

Anyone know a good virus free torrent program for the purpose of getting stainless steel?

Would be nice if the mod author put it on ModDB though.

I didn't have to use uTorrent for stainless steel, I just rooted around on the MTWGG discussions and there's some great download links on Google drive

Yeah, they did have different download links in TWC, but all those sites were taken down, and now Torrent in TWC is only "official" way to get it.
I am not saying this is the case for SS. I have never used this mod in particular, but I can give you fair warning. Some older mods break Medieval 2 Total War past simply deleting and downloading again to fix. I removed my own mod because after the Gamespy removal patch you could no longer load any saved games including both autosave and manual saves and I did not have the time to trace the problem or recompile the mod. My mod is even still listed at TWCenter though that was not the place where it was originally hosted. However, it is dead for a purpose and reason and there are no links to it unless someone else has hosted an older version somewhere.

So, as a general rule, if the links are dead, avoid!
You can always get mods through ModDB, they don't use torrents but use mirrors.

As for torrents itself, as far as I know, the downloading isn't the illegal part, it's the uploading, atleast where I live.
Moddb has a habit of rehosting files that have been terminated for a reason and also taking credit for the work of others. The owner even took my fix that saved Rome TW and Alexander for Windows 10 from TWCenter and posted it word for word as their own work. Needless to say, it did not stay that way very long when I protested their theft considering Microsoft had already validated my work and removed Alexander from Blacklisting which would tell you it could not be installed on Windows 10 prior to the RTM version.
I tried the MTWGG linked download site. The google drives one. And it told to insert a disk.

The maker likely restricted it to disk authentication because the mod only works with the disk version would be my automatic guess because I have seen a few people along the way use that to differentiate what works on steam and what works on disk.
