Cant restrict FPS

Hello I've been trying to restrict FPS to play this on my laptop without getting the fans destroying my ears all the time.
My laptop can run this at a stable 144fps but that ends up meaning a good amount of heat and 60fps is fine by me.

But I can't for the love of god figure out how to, I've used the NVIDIA control panel to restrict FPS to 60 and fiddled with all settings in the game.
The only way I can is to change the actual display rate of my monitor to 48hz and then have vsync on which is very eeeeeh to me.
