how do i unlock other factions

Destroy them in the campaign, finish a campaign or mod the files to make them available.

You completely obliterate them, erase them from history far better than the Romans tried with Carthage and then you come back with them to lead them to glory.

Two ways to unlock them, either one by one by conquering the specific faction or all of them at once by winning a grand campaign with one of the starting factions.
