I launch mods by going to the Steam Library -> Right click on Medieval 2 and go to properties -> Then head over to 'General' then to the launch options -> Copy and paste the following line
--features.mod=mods/Divide_And_Conquer (Should be the name of the file) -> Launch game and it should work.
This code works for all the other mods I play and place in the mods folder.
--features.mod=mods/(Name of mod in mods folder)
Rather create a desktop shortcut yourself by going to the mod's folder which you will find by going into the library, selecting 'properties' and then clicking on 'local files' and then 'browse'. From there open the 'mods' directory and then open the DAC directory (not sure about the spelling of the directory). In there you will find a BAT (batch) file that you right click and then select 'send to\desktop'.
That's it, you have now a desktop shortcut to your mod.
