I actually tried it and it didn't even work properly and didn't fix anything for me.

change these they are usually at 1.0 so change them to whatever your comfortable with
1. Go to the main game menu > Options > Keyboard settings > take note of the hotkey for the "Increase camera speed" function. For me, it's Page Up. What this function does, if you press it a few times during battle, is increase the speed of movement, rotation, and zooming. The goal is to increase only zooming though, so proceed to the next step.
2. Load up any battle. Open "Game settings" and lower the movement speed and rotation speed to almost the lowest value, but not quite all the way. Now press the "Increase camera speed" keybind 3 times. That fixed everything for me - movement speed as well as zoom speed feel perfect now.
3. The only downside is that you will need to press the "Increase camera speed" hotkey at the beginning of every single battle as it does not carry over.
Another way to fix this is to set up macros for the "Rotate Up" and "Rotate Down" keybinds (Numpad + and - by default) and assign them to the scroll function. That is if your mouse software supports macros. I use Razer Synapse and it works like a charm.
Well, this is actually the only thing that did help. At least it's playable now.
