Libraries and Universities give your generals perks if they are in that particular settlement such as "well educated" etc that have benefits.
Alot of units are either gated by history and events or larger castles such as fortresses and citadels.
Look here for reference on all the units and what you need to make them available. As in what time period or buildings you need.

Normally turks have naffatuns in the base game, but in this page I don't see them, it is shown under the mongols.
As for the chivalry / dread question, the answer is a resounding YES. Dread WAS nerfed, but in the interest of balance. Vanilla dread was way too effective on a general, so its effects on morale has been substantially reduced. In order to cause a mass rout early, you will need at least 7+ skulls of dread to do so consistently. Just remember, enemy generals in SS tend to have better traits and stats than their vanilla counterparts, which also reduces the effectiveness of the dread stat. All in all the two stats are very much in balance with one another, whereas in vanilla dread was way too effective.
Schools / universities help your family members become better administrators and make available unique ancillaries. Libraries have some good ancillaries as well, but their primary function is to train better diplomats. Diplos trained in a library city will have a high chance at acquiring the linguistic trait, as well as many others.
Also the school + library combo will add another tick of pop growth to cities, with both being reasonably priced. Very important for your capitals and trade centers.
But how do both building school and library effect pop growth? Secondly, does upgrading inns enable you to train better spies and assassins? Finally, when I put racing track from yearly races to daily races a horse symbol pops up next to my city name, what does it signify?
