The other way involves some editing:
First remove any launch options in the Steam launch options
Open the cfg file with Notepad.
Scroll down to the [video] section
Add this line underneath the entry: windowed = 0
The value is a zero
Save and start the game

I had verified game files, reinstalled game, but neither help
if you switch to English, then the sound problems disappear.
My OS windows 10 x64
Now move (cut\paste) 'mute' factions to accents that work in your language set up, save file
Go into the mod set up's data\sounds directory and delete the two 'events' files
Start the mod set up with the shortcut provided and check your faction's sound.
Once it's ok copy the two events files from the mod set up into the main game's data\sounds folder, make a backup of the original files

What I done:
1. Dowloaded mod http://www.twcenter.net/forums/downloads.php?do=file&id=3881 and installed
2. Now "Bare Geomod" shortcut appears on the desktop
3. Launched "Bare Geomod" to check, game launched successfully
4. Opened C:\Program Files (x86)\Steam\steamapps\common\Medieval II Total War\mods\bare_geomod\data\descr_sounds_accents.txt and dont know what to do.

Did you mean write Norway faction to "accent English"?
for example
accent English
factions england, normans, saxons, Norway
Go into the mod set up's data\sounds directory and delete the two 'events' files
Did you mean steamapps\common\Medieval II Total War\mods\british_isles\data\sounds folder?
Start the mod set up with the shortcut provided and check your faction's sound.
If I launch shortcut main campaign launched, not Kingdoms
'now move (cut\paste)..' yes, your example is correct
'go into the mod set up...' that's steamapps\common\Medieval II Total War\mods\bare_geomod\data\sounds
'start the mod set up...' use the Bare Geomod desktop shortcut, it will be like starting the main campaign, the first menu screen will show you that it's indeed bare geomod.
Once you have the mod set up proceed to copy the events files, then try the DLC.
I am crossing my fingers that it will help with the DLC campaigns .... if not then it get's a bit more complicated, but not impossible.
Let's try something similar then:

For the instructions I will use the teutonic DLC:
1. copy all sound text files from mods\bare_geomod\data into tmods\teutonic\data. The sound files start with descr_sounds_xyz and export_descr_sounds_xyz
2. Make a back up of the two events files in mods\teutonic\sounds
3. after copying do the faction thing in descr_sounds_accents like before
4. delete the two original events files in mods\teutonic\sounds
5. start the teutonic campaign with my desktop shortcut
6. check if your factions now have a voice
