Gondor is supposed to lose in the long run. You as a player can obviously beat Mordor but otherwise you will need to go out and assist Gondor and Dol Amroth.
so naturally that coupled with Mordor's ability to crank out endless hordes of orcs makes for Gondor being a very weak faction. That being that said, Rohan is the real issue as Rohan gets steamrolled by Isengard in almost every playthrough I've ever had. The Elves are occupied with Mirkwood, OMM, and Gundabad so Rohan's only real natural ally can't help until the Elves get rid of Mirkwood (which they usually do) but by then, Rohan is already brought to the brink by Isengard.
