Doesn't really help to have London as capital if you are stretched all way to Egypt.

It's in settlement_mechanics if you can't handle it's effect and need to play around with it.
Also, don't try giving taxes a -.2 or something or you'll end up with -2million something income XD
Avoid upgrading far away settlements, especially farms - the pop increase (counter measures requires to balance it's negative effect) will outweigh possible gain.
That's why it's impossible to hold Cairo unless you are a 'local' faction.

I never build farms unless pop is declining. So much fun can be had with proper governour and very high tax rate to the point I have had +2,5% growth on vh taxes with 200+% public order thanks to governour :)
No need for farms when you can manage that
