The reason for this isn't just that the mongols have a lot of starting armies. What also factors in is that they also begin with a lot of wealth, and many of their units have 0 upkeep cost. So if they take hold anywhere, they'll keep multiplying while staying filthy rich. It can get kind of insane really.
Naturally best way to stop it is to make sure they don't get a chance to settle. Other options is assassin spam and sabotage all their buildings to stall their recruitment ques. You can also destroy all your buildings if they have you under siege and you know you won't be able to win.
