Simply something you fail to understand.
When you retrain a unit using anyting from the armoury building chain. That unit only has to be retrained once and can be put into the queue whenever you want. That however, doesn't meant that ALL unit are eligible for every piece of new armour you get.
If however, the settlement you're in has the ability to bestow your units with experience, they also show as being able to be retrained.
However, due to some failures or oversight in coding from CA, retraining units for experience can only be done when it is the last ACTION you do before hitting the end turn.
If you do something else in between, the experience retrainment doesn't work.
Armour, when elligible for it, will always be given. Thus, if they don't get an armour upgrade, then they're not getting any regardless.
