They are best used in situations where the enemy is shaken (but not sturred) in order to produce a mass rout.
As for burning siege engines and such, don't count on it. I've once had several archers spent all their arrows on burning a siege tower and it never happened. I rather want my ballista towers to burn them.

I suspect it's weather related, in that weather has all sorts of odd effects which are basically never noticed.
