Also, their first volley takes ages, so have patience.
Cannons don't fire because there are objects blocking the way (city) or because of bumps in the terrain don't let it aim at the enemy at the right angle. In the latter case it's not always clear when you can't fire your balls of doom. What essentially happens is that the terrain makes your cannons aim a bit too low or too high so every possible cannonball trajectory when fired from that position wouldn't be able to directly hit the enemy. Since this issue is often not clearly communciated by the game (and because even the smallest bump in terrain can cause this) it gets quite frustrating sometimes.
The solutions are:
1: Wait untill the enemy is in a location that the cannons can aim at.
2: Relocate the cannons untill you find a spot that works.
3: Mod the game so the cannons can fire at more genereous angles.
