Even then, you can only control up to twenty units and no more.
I am, the option is still greyed out. I know its a 20 unit limit, but what if i've lost 18 of my initial ones?
1. (utterly useless) - you disable AI control, which means your re-inforcement will stand at the edge of the battle field and enter as and when you loose a unit. This happens according to how the army is stacked. And the unit needs to move all across the battle field to reach your position.
2. (better, but high chance of killing the general) - your re-inforcement enters the battle field and will by default join you at your present position unless you take action. This can be done by selecting the portrait of the leader (top right) and then clicking either on the battle field or the radar map to get that army to that position.
You also have a choice of stance: defensive - will simply remain where it is (with your army initially), offensive - that's the one that usually kills the leader in a suicide rush, shoot out - here the army will only get into missile range and then exchange fire
Selecting: You always have to select the left tickbox if you want the army to enter the battle field. This will automatically also select the right tickbox (your grey box) which enables you to control the army (method 2). Removing the tickmark here will revert then to method 1.
