Dude i have played them all ;) Im not a newbie.
If nothing else, CA knows of the existence of the absurd amount of LoTR mods. To release a LoTR game would have basically no function whatsoever as several fully fledged mods already exist - the advantage of a new game is minimal. All it would do is promote the mods, which are free and make CA relatively little money compared to releasing a DLC spam. Why buy DLCs when there's a more expansive better mod that's already there?
Also many M2 mods are blatantly unstable *cough*HTW*cough* and actually bothering to publish them via the Steam workshop would cause more conundrums than manually publishing them. Size of mods is also a factor - Workshop works best for small files like extra maps, one new unit, some new graphics, etc etc etc. However all M2 mods are overhauls.
No, we do have a clue. A Workshop wouldn't generate CA as much money from sales of M2 as sales of a new DLC the same price of M2 for one quarter the effort. Furthermore, the workshop would be unwieldy for the gargantuam 16GB mods available for M2.
I don't know, but downloading 16 GB in one piece is not good...
Anyway other Totalwar Games all have Workshops, i mean Games like Arma got bought because of the Mods.
OFC, but Workshop will stay always while other mod links on some threads will be broken after some time.

If the mod is good enough someone will have it installed somewhere & it'll continue circulating the internet.
Meanwhile we have enough trouble installing mods already and the Workshop won't help.
You can´t know that.
Take AOE2 HD. The workshop has been overhauled three times and three times everyone has had to republish their mods under their name to get them to work.
Many M2 mods also require extensive fiddling to get to work and a Workshop doesn't help - I've had issues with the Workshop in Impossible Creatures over two computers. If I subscribe to Tellurian on one machine the other uninstalls itself. Solution? Manual install.
Furthermore, with the Windows updates continually screwing over in Program Files I highly doubt Steam will be able to intelligently install M2 mods.
steam workshop is crap for the modders for lots of reasons,try ,you will see
in current,submods would be sent to mods general just for starters..the list goes's on..
