Total War: MEDIEVAL II - Definitive Edition

What is a sub mod exactly?
Are submods already included in mods. So if I download and install the third age, is it made up of a bunch of submods already? Or are submods other mods that i can install after installing third age to further improve my experience with the third age base mod?

Generally speaking... Each mod has its own errors not present in the original game. Each mod you add on top of another only adds more. There is no way around this and it does accumulate. Add one too many or one incompatible with another and you will find not just an error but a fatal error.

To answer your question specifically, a sub mod is a mod someone made of someone else's mod because they wanted something to be different than the original mod after the original modder rejected the idea in the first place.

Some mods will have numerable sub mods available that are meant to be used either/or rather than stacked. Some will work together but cause an error that will crash your game sooner or later through a cumulative error. In other words, use at your own risk and make sure you have a vanilla backup copy locally on your computer of your full medieval unmodded folder before you start adding mods (especially trying to add multiple mods to run at the same time).

AGAIN: Keep a local physical backed up copy (not made through Steam but made manually to another hard drive location) of your Medieval 2 folder before making any changes. It is possible to break Medieval 2 to the point downloading again will not work to repair because of a glitch in the Cache for this game and you will need this backup to save you from 30 days uninstalled to clear the cache!

Not necesarily, some mods are simply discontinued because the modders stopped working on it and different modding teams than continue upon the work of the original modders. Thus creating a mod within a mod.

so a submod requires you to install the base mod though correct?

In the case of TATW, you'll need TATW 3.2 before you can install either DaC, MOS or Reforged.
