It's made for the original medieval2 executable and will not run on the steam version. This post in the download page is the giveaway (kingdoms is 1.3 and higher):
You must have the 1.1 Patch Installed to play this Mod.!!!

Why mod, created for the original game, won't work with steam version?

Tried to use it as regular mod (--features.mod=mods/dracula @mods/dracula.preference.cfg) and it works.

Also readme says:
2) Copy the following three folders from your data folder into the dracula/data folder: animations fmv sounds

He, pehaps, didn't do that.

It can be used as usual with --features.mod=mods/dracula launch option (its config file is not required, doesn't contain anything useful)

Interesting - I always thought that mods for the original medieval2 executable were not playable on the merged executable from Steam.

If so simply use this method to run it via it's desktop shortcut

Just downloaded and tried it: utterly weird, it installs into the game's root folder and requires the fmv, sounds and animation folders (3.4GB) to be copied into it. That method is so old that I had completely forgotten about it.
Start is via the provided BAT file and does not present problems - I had a missing menu text and for some reason my quotes and some menu text were in German, although for th elife of me I have no clue from where - very likely the steam cache devil rearing it's ugly head as I had a German mod (1648) installed a while ago.

I then re-installed the mod into the mods folder (without the mega GB copying) and used the universal bat\cfg file combo from my bare geomod installation (editing the 'mod' line in the cfg file accordingly) and started the mod without the text issues.

Didn't test further then the start of the campaign.

Sumary - ancient mods written for the medieval2 disc executable will run on Steam but may need to be moved to the mods folder if not installed there.

It's not ancient in a wide sense. It's just a little bit modified vanilla. So it can be used as separate mod (with --features.mod=mods/dracula) + fmv, sounds, animations) or can replace original files under the root data folder (with --io.file_first)

ancient == from before the kingdoms expansion and the use of the 'mods' folder system - the command line extensions are still a left over from RTW.

But by the (Microsoft) looks of it they might actually make a comeback. :)

1st I downloaded the file.
2nd I extracted the files.
3rd I placed the extracted files in the Mods folder.
4th I put the Animations+fmv+sounds in the Dracula data folder
5th I did what you said and i sent the launch vlad dracula in the desktop.

edit LAUNCH VLAD DRACULA.bat and replace everything with:
cd .. start medieval2.exe --features.mod=mods/dracula

of course we (my honor) assume:
----------------------
you have /mods/dracula folder
you have /mods/dracula/data/sounds folder
you have /mods/dracula/data/animations folder
you have /mods/dracula/data/fmv folder
LAUNCH VLAD DRACULA.bat is located under /mods folder
