Just move your army out of the fort.
Why get rid of your watchtowers?
Then, depending upon if you have a mod, some mods make forts permanent. So do some Kingdoms campaigns.
I've not read anything about a console command that removes watchtowers.
You never used watchtowers? I'd ike to always know when and where an armies might annoy me on the campaign map + a wellplaced tower allows you to pretty much see far into enemy territory.
Forts disappear automatically if they're not occupied for 2-3 turns.
In those cases, forts are permanent.
forts - temporary ones 'dissolve' if not occupied
forts - permanent ones cannot be removed, no console command available. Ownership governed by initial owner\region and then by next occupant
permanency of forts is governed by descr_campaigndb
