and than the file descr_mercenary.txt is where you can edit respawn rates for merc units.
if you want to edit base units
you need to get acces to the descr_units.txt file... (and for buildings the same.
to do that you gonna need a method like :

I guess you are able enough to do the work yourself with pointers like that.
But anyway I figured it out myself

Sorry, but what I did was I looked in Export_Descr_Buildings and found all the units I wanted to change the replenish rate for which the text would look like this:
Mordor Spearmen 2....0.18....2....1
Or something like that, and I just changed the one that was the decimal point to like 0.4, which made it so that the unit replenished in like 3 turns instead of 6
