You should be able to see where your diplomat is lying around.
One Town Hall = 1 Diplomat. Build more for more diplomats.

This is how i figured out i had princesses mate. Ive came back to the game after a year or so, and finally finding my way around the UI.
But still unable to recruit a single diplomat, but i think i have 3 princesses.
It doesnt really matter, its a means to and end. I just wanted to setup some trade, as was, i didnt have any trade with other factions.
Otherwise the limitation is one per each building that can recruit the agent, be it spy, assassin, merchant or priest.
The base game doesn't have agent limitations for diplomats, spies, and assassins.
Yes it does, you need one building per diplomat, essentially. Each Town Hall of upgrade thereof allows you to get 1 more diplomat.

I see no agent limit and I haven't modded my base game's agents nor the buildings related to them in any way, shape, or form.
