In-game, press Alt+Enter to toggle between fullscreen and windowed. This is a Windows shortcut and works in all (most, anyway) games.

Because this is a Unity game, but the dev disabled the Unity Config splash menu on startup by default, you have to hold down CTRL or ALT (either works in any Unity game) when you start the game to force the Unity Config to open. There you can change the resolution and there's a checkbox to make the game use windowed mode by default.
