Protectorate's Bond -- Sometimes when I miss a little Armor to reach 60% armor protection, I use Protectorate's Bond. (socketed)
Ring of Shadowcraft -- When I build a balanced damage dealer for solo crawling, I use Ring of Shadowcraft (socketed) for 75% damage bonus.
Ring of Sholarship -- For the highest level party member I use socketed Ring of Sholarship for 10% expirience bonus.(when I fast-farm for xp, for real fights other ring).
Bargainhunter's Ring (of Fortune etc) -- I used it earlier when I needed milions of gold to gather all sets and reroll good bonuses for them. It took huge amouts of gold. And until I needed to fill all Tonic-slots for all of my characters.
Scout's Ring -- (socketed) it is a nice ring for a mage who uses N-Dimentional Cube. +10 accuracy is very important unless you have buffing scout or Veil of the Hidden Realm.
Hierarch's Ring -- for a tank (this ring has 2 Endurance and 1.5 Intellect stats per tier. One of a few with good Endurance. +15 mana on cricital hit.)
Curse of Spendaris -- as an alternative for Enforcer, this ring has the greatest bonus to damage from all rings.
Rune-Etched Ring -- one of the most important items in game. Power regeneration and -10% skill power cost for characters that lack Mana instantly pushes the synergy up.
Divine Annulus -- imo best ring for a healer: very high % to remove conditions. Well I'm not sure if it removes buffs, because I don't use healers and so this ring. Also high Intellect bonus and additional TIERED healing bonuses...
Recieved Wisdom -- for every single character that I level up, up to 30lvl. Used a lot.
Tbh those are all the rings I use... I don't like Rogue, never made any 2x daggers rogue, so I haven't used any rings for a rogue.
If you ask for the rerolled bonus, then it's mostly Socketed. Maybe the new shards with percentage bonuses will make me desire dextirity and strength ring bonuses but I find them useless now.

Besides, other rings have fixed bonuses instead of tiered or percentage, this is main reason why don't I use other.
The imo useless/rather bad rings are:
- Shining Diamond Ring
- Star Platinum Ring (well it might be ok for a Rogue)
- Hard Iron Link - it has good Endurance stat, but is outmatched by Protectorate's Bond.
- Opaline Band - I don't need Stun Evasion; it might be ok for a Rogue.
- Martyr's Signet - the HP regen is nice, I used it before I had enough Shards of Eridos. But strength bonus doesn't suit for a tank. Also 20% to remove a condition can remove a positive buff but I'm not 100% sure.
- Ring of Divine Favor - very bad ring, because +20 bonus to heal is fixed and not tiered if I'm right (maybe something's changed, dunno)
- Ring of Unity - very bad ring, because +4 reputation gain versus +600 reputation gain from one team helping Factions from our Company citadel.

I used a rare (blue) ring with Intellect+Socketed stats for a mage, or "Socketed Jade Ring of Malice"+1% Cricital Hit, filled with Shards of Dilaera, for maximum critical hit chance. But then I discovered you can roll additional bonuses to exotic Faction rings :)
And there is also rare/blue Spiked Ring of Thorns.
Ring of Divine Favor is +20% bonus when healed and I don't think it increases with Tier. Also, Ring of Unity is +4% Reputation Gain..And I'm not sure if it increases the gain from having a team assist a faction.
I think Opaline Band is somewhat wasted on a Rogue unless you're using a poison build. It's OK for a Ranger but not my first choice.
I'm not sure if this is intended behavior or not.
I don't think those items are supposed to remove buffs. If they are then I think that's a bug.
At 10 star, my Ring of Recovery helps characters recovers 100 HP extra when healed. To get the same amount of extra healing, my healer has to heal at least 500 HP (which he can't with regular heal spells yet with 186 int) to get 100 HP bonus from Ring of Divine Favor. It also means my warrior can heal the front line with his Hold the Line (base healing is only 22) at 122 HP per heal. (since I equip everyone on the team with these healing rings)
Right now, I want to roll rings with sockets plus +10 bonus when healed / 3lvls, but so far only got one of these. I do still prefer blue rings since they have 2 stat rerolls instead of 1 from the faction rings (plus I'm not even sure if that extra stat is suppose to be there or not). Maybe when I get my hands on exotic rings, I'll have more choices, but for now blue is working fine enough.

btw while using Scout, everyone has a nice chance for Evasion (dunno, 20-40%?), which makes small regen more efficient than using turns to cast healing:D

28, I guess?
28 is correct. no lvl is 1 star, lv4 is 2 star, so 1+9*3 = 28.
I guess preference is based on the need. Not everyone's playing at 3*300%. I do agree at enemy 300% quickness, every turn counts. Better for natural healing in that case.
Everyone gets Rune-Etched Ring. Imo, it's the best one. It lets you keep spamming skills like few other items can.
