I finally worked out "stop and go" technique. I found this video on youtube that explains all the methods. https://www.youtube.com/watch?v=xqXGoV8vhrY&t=621s
What I did wrong was not waiting enough for the lure to sink. It seems I have to let it sink and stay at the bottom for 1-2 seconds all the time during reeling; not only at the beginning. Now I nail it all the time. I'm back in this great game and I'm really enjoying it. I bought all the good DLC's.
This is where I wish they would take up my suggestion and put together some tutorial videos describing the various parts of the game including this like luring and such. Cause to little is out there for a game thats been around a few years.
On the plus side I returned to Betty for a few lat casts last night and actually fell asleep just because it had been a long day and when I woke hour later or so the game was still running so I tossed my line in for one last catch and glad I did

not to shabby for one last cast was using spinning gear. 5 more pounds and would have been top of the leader board HA HA
