Report a translation problem
Maybe i can make a test with a new profile tomorrow and see if you can get big fish at betty as a low level (aka i'll try to catch f ex 50 cutthroats or 50 brown trout - whichever comes first).
We'll see ;)
From what I've seen so far only fish level matters. I've caught an almost max size 19kg brown trout when I was still lvl 12. But my brown trout count was way past 50 already so that specific species fish level was max. And I caught it on a single maggot. So I am not convinced bait size matters at all either. Only hook size and fish level

Hitting level 3 i had caught:
cutthroat: 3, 0.51 kg
bull: 1, 2.01 kg
brook: 8, max 1.17 kg
rainbow: 0
brown: 3, max 2.49 kg
Total: 15 fish
still using lvl 1 gear except for the hook which was upgraded to size 2.

I then upgraded to size 3 hook and lvl 3 line. After fishing for a while with that, i bought some leeches and used 2 at a time on the hook. Not sure if this benefits the size and catch chances at all, but why not.

At this point build 147 was ready for testing, so i downloaded this and started the game again to quickly go test a few dorados at pinas bay, to see if the reel bug from build 146 was fixed or not. Sadly it wasn't but im sure the team is working hard to track down the bug.
Back to the LowLevelBigFishTest profile. I broke the 5 kg barrier on the 16th brown trout, at 5.69 kg, still only being a lvl 5 player with about an 1-1.5 hour of play.

Regarding skills, i took lower prices I, More exp I, Hunter Vision I, Lower Prices II in that order. 2 skill points unspent.

Catching the 36th brown trout i broke the 6 kg barrier with a 6.23 kg fish. Still using the lvl 1 rod and lvl 1 reel, but with a lvl 3 hook, lvl 6 line and lvl 7 bait.

It seems the brown trout bite rate went up the more of them i got as well, but i can't prove this. After having caught 50 brown trout, i reloaded the map to make sure the big fish were there. I'm not sure that you have to do this, but to be safe i did.
First fish after reload reminded me of something i forgot with the message "Fish too big. Buy fishing net". After having bought the fishing net, i landed a 13.67 kg brown trout. Still using the lvl 1 rod and lvl 1 reel.

Only upgrades were (still) the lvl 3 hook and the now lvl 8 line.
To reach this point i had been playing the character for about 3 hours, and the character was lvl 8 with 2036$ unspent.
I did a few more fish and got a 13.33 kg, 13.67 kg and finally a 16.27 kg brown trout at which point i ended the test.

(if you look at the chat, i actually forgot to screenshot the first 16 kg fish. So i had to catch another for this screenshot which didn't take long ;) )
Short version:
3 hours of play got a new profile from lvl 1-8. Using lvl 1 rod, lvl 1 reel, starter float, lvl 3 hook, lvl 8 line and lvl 7 bait and 50+ brown trout catches got me into the 10-20kg category of brown trout.
