You have probably seen the "Not enough staff in the Administration" message from Homeland Security if you play the U.S.. If you get it during the first week of your administration then going to the "Civil Servent" tab and raising "Administration" salaries to the same level as Researchers (about 4250) will cause the percentage of CS worrkers to rise from 3.718 to about 5% over several month's time. This may discourage further warnngs.

After the first chance I have not seen raising this salary have any effect.

I was confused earlier because I thought that "Administration" referred to administrative personnel in all categories.

You can check the CS level on the "Work" tab at "Statistics/Public Servents". You may have to press the ">>>" symbol by "Rate of Employment" to display the choice.

Tthe graph is broken in that without your intervention, the CS percentage will gradually decrease from 3.718 to 3.69 between January and October. Then it flatens out. But the graph does not show a flat spot, since it mistakenly only graphs the first and last points.
