HELP: Protests over lack of Administrative staff

I've just started a game as Russia and immediately I'm facing demonstrations up & down the country "for an increase in staff in administration"
The only problem is I cant find out how to hire more, only increase their wages ? Sorry for being such a noob but if someone could help me, I'd really appreciate it!
I think this game is awesome btw :)

The first time that you receive this warnig go to the Civil Servent taab and raise the Admistraation salary to the level of researchers (About 4200 for the U.S.) it you miss this opportunity the I don' believe that you can ever cause the number of civil servents in the Administrtion to rise.
