Care of Refugees
What does the CAR comment come with a yellow smilly-face and still costs you 3-15% popularity? The smile was giving me the warm feeling that we were caring for the refugees, when it was actually a public complaint.

It seems to me like that should be an orange icon with a frownie-face.

I always put down camps when my minister suggests. Half of the time I cannot build one because it is still hostile territory, so I nave to build it across a border.

But yesterday I went back to all of the countries that I have conquored this round and put down RCs. That changed the message to "Caring for the Refugees" and stopped the penelties.

build refugee camps and also go to immigration and add a basic subsidy for repatriated migrants, if its due to war with your neighbor and refugees are fleeing to your nation.
