One of the best things you can do is build oil and natural gas wells if your country has the ability to do so. You can have 5 of each type per province, so a maximum of 25 (oil, NG, shale oil, shale NG, and platform). If you build more than 5, the additional well siphons production from the others, so it has no net increase. Do this for every province if you can get weak or higher level. Very weak will give you 0. For Canada for example, this strategy is enough to end the budget deficit.

Also, build solar panels everywhere to massively increase energy production. You can have unlimited per province. Excess electricity can be sold internationally at a good price. It will also help your own industries as most countries do not produce enough to meet total energy need.
Solar panels are craptastic. If you're an playing as the UK, China, USA, India, and few other great powers, you'll find onshore wind power to give you the biggest returns. As China, I replaced all fossil fuels with about 100 onshore wind. They're cheap and electricity can be sold at a good price if you are a 'poorer' country. This being China or India primarily.

I invite you to have a look at this, it'll apply for Power & Revolution too: https://www.scribd.com/document/296992337/Master-Of-the-Worlds-Geopolitical-Simulator-3

With respect, you are wrong about solar being "craptastic". I invite you to look at the numbers before making claims like that. Solar and wind power produce identical profit to sales ratios. Go into the energy page for solar and wind and compare the profits and sales for each product. You will find that they are both 43%, which is substantially higher than other forms of electricity, nuclear included. So if you like wind go for it, if you like solar go for that too. There is no difference in efficiency.

And do you know AMN what to do with the tourism? I get a massages to stimulate the tourism but I dont know how ?

I've never had that message come up. One thing off the top of my head you could do is lower tourist taxes on the tax page. You could also look at changing the visa requirements on immigration page I believe.

good luck. can't even make a profit by selling things to the black market. This game is so broken. -_-
darkrajin Mar 8, 2018 @ 5:28pm
So selling stuff on the black market and get zero back is a game feature, right.
darkrajin Mar 8, 2018 @ 5:32pm
So getting NOTHING back from selling things on the black market it a gaming feature as in nothing, zero, not a single dollar.

So it is a broken feature. Even though it states how much you're supposed to get back for selling something, and the fact you do not get anything, makes it a broken feature of the game.

Another factor for getting a budget surplus is to choose Cabinet officers who are honest. Greedy dishonest Cabinet members will increase budget waste.

does contract (export or import) will cause increase in inflation?
darkrajin May 26, 2018 @ 7:15am
It will. So best thing to do is keep trading limited. Don't try to sell all the excess stuff you're mkaing or a certain bug will trigger that'll make your inflation explode.
