If it helps, I have played on Normal and Hard and it always seems to be a combination of the number 1, 2, 4 and 8 in a random order.
I think this puzzle is incredibly poorly designed. Nowhere in the entire game does it explain that the middle character in the sets of three is supposed to be "minus". Absolutely ridiculous.
And It is Cipher. If you know chinese character well, you can solve it easier. but, you can solve it. (Even if you don't know chinese character)

I have tried them and they don't work.
Chinese characters are composed of smaller parts called radicals that sort of combine to form the full character. The numbers you see on the note are contained inside the characters written on the chalkboard. The character in the middle of each set, 不, roughly means "not". It's telling you you're supposed to "subtract" the final character of each set from the first character. The remaining bit will be the number.
For example, in the character set 示不小, you're subtracting 小 from 示. You're left with 二, which the note tells you is the number two. Hopefully this helps somebody actually solve the puzzle without needing to look up the answer or remember the codes.
