The reason there are only 5 configurable tapes and more in the game is because they are duplicates, incase you loose them.
Regarding the number of machines in the Builder in comparison to in game, it's because several cabs have been removed from Neon and exist in Classic map, to accommodate the Zombie Problem 2 and Menu cabs. We’ll be working on the ArcadeBuilder in the near future to improve and better represent this.
Hope this helps! :)
Also the game is too bright on my monitor, is there any way of lowering the gamma?
Also, if a video is being played in the theater room, does that disable the TV/VCR in the VIP room? I had a long YouTube video playing, then tried carrying a tape into the VIP room and it loaded into the VCR, the sound of the VCR playing started, but nothing ever loaded on the screen. Just stayed black and was unable to eject the tape or highlight any of the VCR buttons.
Lastly, as mentioned by several people, the volume of the Theater room videos is really low. I slowly walked the room and the audio seems to be centered closer to the right wall speaker, with audio dropping off significantly to the left side of the screen. Also, as you get closer to the right speaker, eventually the audio completely disappears if you get into that corner. I tried with multiple video sources and even the loudest one was not quite loud enough to comfortably watch. Could each tape have a separate volume slider in ArcadeBuilder similar to the arcade game configurations?
