At least that is how I think it works.
Rare / Legendary / Epic are just rarity, so they should drop at the same frequency regardless of your level? I'm not totally sure, but guessing based on my observations.
And, based on my observations, drops are based on player level rather than enemy level. I did a ground mission in a level 20 area with a level 1 leader, and got really low-level gear from a 6-digit locked chest. Pretty sure it was scaled to the player rather than to the environment. Enemies still one-shotted me though.
Legendary tier is the top tier of equipment dropped as loot or from vendors. You can craft Epic ship gear, however, you will need to salvage a lot of legendaries.
For ground equipment, epic is the highest tier for now and extremely rare, though it can be crafted and armor can be purchased with tokens from faction agents. I'll be adding faction weapons and other gear to the faction merchants. When I do that I'll be adjusting missions, mission length/options and rewards for ground missions.
I may introduce Epic ship drops and faction gear in the next content update if I have time.
