Report a translation problem
In case the overlay doesn't work as intended, it could be related to an overlay from another software or the same hotkeys being used for both. If the game's overlay doesn't work when pressing the hotkeys set in the Steam settings, please also check if it's enabled for the game (Steam > Settings > In-Game > Enable the Steam Overlay while in-game).
If the problem is online CO-OP related, you should be able to invite your friends (almost) anytime from after you've hosted a game, by going to your Steam friend list, right-clicking the person and selecting the option to invite. If the overlay doesn't work in the game, you needn't worry, as you can also ALT+TAB out of it and use the friend list in your open Steam client on your desktop. For Remote Play Together, you can simply open the Steam's friend list anytime you're in the game and select the "Invite to remote play" option. This can be done both in the in-game overlay, and in the Steam client.
