this proved very dificult for me too. I ended up using a guide since I thought I had a bug.

At the place where you talk with the brothers who have fuel, in the wooden fence that sorrounds their property, one of the wooden boards is missing and there's only a Cirkos poster covering the hole. You peel it off. It's tricky. For some reason you have to click in the appropiate place. Enter the yard. There you'll find fuel.
